Ty is feeling awfully groovy.

Ty walks through the streets as though he owns them. And he likes to make people think he does. He works his signature coat and glasses as he sings and grooves along. Ty is a cartoon version of the singer of Twenty One Pilots, Tyler Joseph. "Outside" is the song he is singing. I designed this cartoon version  similarly to "Jo" and "Snickerdoodle", with long lanky arms and legs to emphasize their motion.
